Côte d'Ivoire, in partnership with the US and UNDP, undertakes a major project to modernize its justice system, enhancing access, aligning with international standards, and bolstering human rights protections.

ABIDJAN, February 6, 2024 – In a pivotal step towards a more modern, accessible, and rights-aligned justice system, the Keeper of the Seals, Minister of Justice and Human Rights Jean Sansan Kambilé signed a landmark project agreement with Carol Flore-Smereczniak, the resident representative of the United Nations Development Program (UNDP).  This wide-reaching initiative is supported by the United States, with both US Under-Secretary of State Uzra Zeya and US Ambassador Jessica Davis Ba present at the signing ceremony in Abidjan on February 1, 2024.

The primary objective of this ambitious project is to transform Côte d'Ivoire's justice system, ensuring broader access to justice while safeguarding human rights, fostering social cohesion, and maintaining lasting regional peace and stability.

Key strategic outcomes targeted by the project include:

  • Aligning judicial training systems with international standards for judges and aspiring legal professionals.
  • Boosting the technical, technological, and operational capacities of the  Ministry of Justice.
  • Thoroughly reviewing and adapting the nation's legal frameworks to ensure full alignment with international human rights principles.

Minister Kambilé enthusiastically welcomed the implementation of this project, highlighting its perfect synergy with the numerous ongoing reform initiatives spearheaded by his department in their ongoing drive to modernize Côte d'Ivoire's justice system and build trust with citizens.

UNDP resident representative Carol Flore-Smereczniak underscored that the project aligns seamlessly with Côte d'Ivoire's National Development Plan (2021-2025) and its core focus on the vital triptych of peace, security, and justice.

The US Commends Côte d'Ivoire's Leadership on Justice System Modernization

US Under-Secretary of State Uzra Zeya praised Côte d'Ivoire for its achievements in enhancing access to quality justice and promoting respect for human rights.  "We recognize Côte d'Ivoire's leadership in combatting extremism and promoting stability throughout the sub-region," she declared.

A Robust Partnership

This multifaceted justice system modernization project, extending from 2023 to 2025,  is made possible through 1.224 billion FCFA in funding from the United States. The UNDP will implement the project on the ground, working hand-in-hand with Côte d'Ivoire's Ministry of Justice and Human Rights.
